ISTC has provided technical assistance on pollution prevention, waste, and hazardous materials to Illinois businesses, governmental organizations, and citizens since 1984.
Services
Experts with our Center for Economic Impacts and Societal Benefits (CEISB) can help you improve your operations’ sustainability and economic performance through a variety of different services.
Please note that we are a completely non-regulatory entity. When visiting facilities, we don’t issue citations and are not there to gather information for regulatory agencies.
Comprehensive Assessments
We provide industrial facilities with a customized, hands-on assessment of production processes to reduce energy and water consumption, minimize carbon footprint, reduce waste, increase productivity, and drive innovation.

Compliance Assistance
We advise clients on permitting and reporting requirements related to a variety of environmental regulations at all levels of government. We can also facilitate contact and communication with relevant regulatory agencies. ISTC is a non-regulatory agency, so when we visit your facility, we do so solely to help you identify and implement opportunities to improve your environmental performance, efficiency, and cost savings. We don’t issue citations or gather information for regulatory agencies. That said, we can assist you in ways that not only ensure environmental compliance but often take you beyond compliance, becoming an example of best practices for others to emulate.
Implementation Assistance
In addition to initial site visits and resulting recommendation reports, we often help clients implement recommendations to improve operational sustainability and achieve sustainability goals.
In special cases, we may also assist clients by evaluating materials, material substitutions used in a specific process, or by evaluating/demonstrating equipment or techniques to remove hazards from processes or waste streams.
Pollution Prevention Assistance
According to the U.S. EPA, pollution prevention (P2) is reducing or eliminating waste at the source by modifying production processes, promoting the use of non-toxic or less toxic substances, implementing conservation techniques, and reusing materials rather than putting them into the waste stream. P2 involves source reduction, in-process recycling, clean technologies, preventative maintenance, and materials substitution. National P2 policy was established by the Pollution Prevention Act of 1990.
We currently have U.S. EPA funding to provide P2 assistance at no cost to certain industrial or market sectors. See Advancing Beverage Resilience through Pollution Prevention, Mississippi River Corridor Pollution Prevention, and Pollution Prevention at Food Focused Businesses within DuPage & Kane Counties for details.
Process Optimization Assistance
Our team can perform deep analysis and mapping of a process line through a sustainable lens to minimize costs while maximizing throughput and efficiencies. We can assist with lean facility planning, efficient material handling, and creating high-quality products that are as close to zero defects as possible. We also help companies identify innovative green and sustainable production tools, methods, and alternatives that reduce toxin use and save money.
Climate Resiliency Planning
Our staff can guide organizations and government units as they shift policies, procedures, or products and services to mitigate climate change and/or continue operating in a world facing new climate realities. This may include helping clients determine how climate change could affect their operations and identifying strategies to reduce or eliminate negative impacts, as well as the pros and cons of pursuing those strategies. This may also involve climate resiliency planning or integrating climate resiliency into sustainability or solid waste management plans. Additionally, we may provide guidance on communication and stakeholder engagement around relevant aspects of climate change.
Sustainability Communication Assistance
Communicating your sustainability vision, goals, and progress to internal and external stakeholders is essential to motivating your team, prioritizing activities, and ensuring continuous improvement in your operations. ISTC can help you engage internal and external stakeholders as you define and pursue your sustainability goals.
Explore how we can support your sustainability communication efforts.
Supply Chain Sustainability Assessments
We can provide assessment and implementation support to a company’s suppliers to help them meet the company’s sustainability performance criteria.
Sustainability Planning
Our team can provide customized visioning sessions, help you identify and articulate sustainability goals in line with your organizational values, and develop effective plans for sustainable change and progress tracking. We can also help establish the regional and global context of your organizational goals and efforts to show their significance to internal and external stakeholders.
Water Use Assessment and Benchmarking
Analyzing a facility or operation’s water use provides key data for measuring performance. All industrial and commercial operations use water to create products and deliver services, but that “embedded” water is not immediately obvious at every step of the production process or to the end consumer. When uncovered, this “hidden” water helps clients understand their true water footprint, enabling more realistic and effective decisions about water consumption and conservation efforts. Gallons per employee, or per product manufactured or service provided, support valid performance comparisons and true benchmarking within and across organizations.
Work with Us
Our work is primarily funded through state taxes; grants from government agencies (local, state, or federal), non-profits or foundations; and fee-for-service projects.
Free Assessment
Any Illinois organization, business, manufacturing facility, institute of higher learning, government entity, public utility, or institution may request one free technical assistance site visit (per location) at no cost to the facility.
During your site visit, our staff members meet with key personnel to learn about the organization’s situation, facilities, concerns, and aspirations related to sustainability. As appropriate, we may tour your facility to observe processes, infrastructure, and equipment. We then develop and deliver your free initial recommendation report.
You are under no obligation to act on any recommendations provided, but if you decide to implement them, you may use your own staff, our technical assistance experts on a fee-for-service basis, or a third-party consultant.
Schedule your free site visit
Start by completing our online request form. If you are interested in services not listed on the form, contact us at istc-info@illinois.edu.
Please note that some services, such as Institutional Water Treatment assistance and waste characterizations, may be offered exclusively on a fee-for-service basis.
Fee or Contract Services
If you have previously received a free site visit from ISTC but would like further assistance from our experts, you can still complete the online site visit request form so we can follow up with you. We’ll discuss your needs, develop a proposed scope of work and estimated budget for our services, and work with you to establish an agreement between your organization and ISTC before work begins.
We occasionally receive grant funding to cover the costs of certain assessments and implementation projects in specific sectors. This might allow us to perform work at no cost to you, even if you’ve previously taken advantage of a free site visit. We will share such opportunities during initial discussions if they’re relevant.
We also work with organizations and agencies on a contractual basis for sustainability and climate resiliency planning, stakeholder engagement, sustainability visioning, and goal setting, or similar services not listed on our site visit request form. To express interest in these types of projects, please email istc-info@illinois.edu with a brief description of your needs, and we’ll follow up to discuss options.
Confidentiality
We respect clients’ need to protect sensitive or proprietary information. We keep interactions and recommendations from a free initial site assessment confidential, and we do not share deliverables from fee-for-service work (e.g., reports, tools, study findings, etc.) without permission. If you decide to engage our team on a contractual basis, we can work with your organization to develop an appropriate non-disclosure agreement (NDA) or confidentiality agreement.
Collaboration
Our staff lends expertise to a variety of statewide, national, and international efforts to foster sustainable development. We also provide feedback and guidance to colleagues working in relevant academic and applied research fields, policy development, education for sustainability, public engagement, and other areas. If you would like someone from our staff to join a statewide or regional effort or provide expertise or insight on a special project, please contact us at istc-info@illinois.edu. If we cannot help, we can likely suggest others who can.

Research
We are part of the University of Illinois, but academic research is not the focus of our technical assistance services. Our team members apply their scientific expertise to address specific challenges and opportunities at your facility for real-world results.
Of course, if you are interested in conducting research at your facility or discussing theory, we have researchers on staff and a wealth of connections within our institution, university, and other academic institutions. We’d be happy to collaborate with you or facilitate introductions to potential academic collaborators.
